CAP HAITIEN, HAITI — The cholera outbreak that began last month in Haiti has spread to the Dominican Republic, CNN reported.

A 32-year-old Haitian construction worker returned to the Dominican Republic last Friday and was hospitalized with cholera symptoms, the article stated.

The Dominican Republic shares the Caribbean island of Hispaniola with Haiti and officials there have expressed concern that the disease could spread into their country, according to the report.

Since the cholera outbreak was confirmed in October, more than 1,000 people in Haiti have died and 18,000 have been hospitalized with the disease.

Poor sanitary conditions and a lack of clean drinking water, which resulted from a devastating earthquake last January, are thought to be the primary causes of the outbreak.

GENEVA — A study of four household-based technologies for water disinfection has found that household chlorination is the most cost-effective of the four for preventing diarrhea outbreaks in those parts of the developing world where piped-in public water is not feasible, a new World Health Organization (WHO) study has found.

In their recently released study, Dr. Thomas Clasen of the London School of Hygiene and Tropical Medicine and Laurence Haller of WHO note that diarrhea kills an estimated 1.8 million people annually worldwide, and accounts for 17 percent of deaths of children under age 5 in developing nations. Most of these deaths are attributable to poor drinking water supplies or poor sanitation.

Analyzing information from water quality programs in 28 nations, Clasen and Haller concluded that household-based chlorination, with a cost per disability-adjusted life year (DALY) of US$53, was the most cost-effective among the four technologies studied for improving water quality at the household level.

Other DALY cost-effectiveness ratings for household-level disinfection technologies calculated in the study were: solar disinfection, US$61; ceramic filtration, US$142; and household flocculation/disinfection, US$472.

More than 300 residents in southeastern North Dakota rely on private well water that contains levels of arsenic that exceed the EPA maximum contaminant level (MCL) of 10 parts per billion (ppb). Some of the wells contain levels between 50 ppb and 100 ppb, the article said.

Their son, Bill Clevenger, told the Public Opinion that within an hour of the time his parents first noticed the problem, he placed a call to the county soil conservation district, which fields local manure spill and soil erosion reports for the state Department of Environmental Protection (DEP).

MERCED COUNTY, CA — Merced County employees who worked or work at the John Latorraca Correctional Facility are suing the county for $400 million as a result of arsenic being found in the facility's drinking water, an October 12 Modesto Bee story reported.

Attorney Barry Bennett said the county failed to act after knowing the drinking water at its jail and juvenile hall was contaminated. Bennett said employees may have consumed food made with the contaminated water.

According to Bennett, county employees have gotten sick with symptoms attributed to arsenic consumption.

TWIN FALLS, ID — This city’s drinking water has tested positive for arsenic, with levels as high as 18.1 parts per billion (ppb) in some samples, above the US Environmental Protection Agency’s allowable level of 10 ppb, a June 6 Times-News story said.

A water quality report revealed the amounts last week, although the samples were taken in 2006.

The city said it is working with the state Department of Environmental Quality (DEQ) to reduce the amount of arsenic. The DEQ has given the city until January of 2011 to bring arsenic levels down to 10 ppb. The city wants to blend arsenic-containing water with water from Blue Lakes Springs.
